I threw a couple of stitches in there on both my jackets or I'd look like a duck, that way preventing the flaps from coming open when the jacket is zipped. :) It may be my body/posture in all, but I like the fit better that way when wearing either jacket (not grabbing for a gun or whip in daily wear...

Update: Breaking it in as I go along. A couple of rains and it's conforming quite well. On the plus side, it's SO much lighter and will stuff a lot easier inside a pack than my goat one, meaning it comes along with me a lot more during the summer "in case" of colder weather. :) Now... Thin...

Got a reply, none the wiser. Basically the reply refers to making custom sized jackets and not pages of custom specs saying they can't alter patterns for each and every customer "as I well know". I wished they would have told me what wasn't doable as per "special requests" before...

My guess too, though it seemed kind of curious among the other measurements that were "off" making me wonder if it was an OTR jacket or not. Why not just leave the tag out since it was a custom order anyway?

Affirmative about it being Canadian. ;) I've had two Canadian ones before, one of them looking just like that but in a more sand color tone. I think that's an illusion from the soldiers wearing the bag on "backwards" where the flap folds over itself when wearing the mask. The snaps would be facing towards the chest when bag is closed.
