The cuff can come up some, if you can find a decent tailor/adjuster you can get the military hem added to the leg so it sits flat at the #### and has one break at the front of the ankle too, rather an easy adjustment to make, and one that makes all trousers look rather superb. I use it on most of my bespoke orders now too, since I like the length and fullness it adds to the trouser/leg shape....
Indy pants though should absolutely be baggier in the upper thigh and rise area than all modern trousers would fit...There should be a lot more room in the rise, and the pleats allow a lot more space for the thigh too, so yes, tight on the waist, but loose in the thigh and calf too. Lovely fit for 90's hip hop fans...
I'd also add that it looks like the rise is "too low" on you, but that's probably a result of the waist being at your hip, not at your waist. Indy wore his trousers up near his belly button, at the waist, not at the hip (again, as modern fitting trousers tend to), so there's a lot more space on yours as a result of that...Just raise the trousers up a touch and you should still be fine on that side too.
