It seems the “Timeless Heroes” documentary has given us another Gear tidbit to ponder.
Possibly since Indy wasn’t meant to use his whip much in the movie, it was more an identifying costume piece as opposed to a necessary side arm, and the whip holder used was non-functional. It’s attached with a snap behind the web belt and tightened down around the whip to avoid slippage with metal rings.

Note the back of the whip holder behind the belt. You can see the flap sticking up that was snapped to the front loop.
Note the metal rings cinching the whip holder tight against the whip to keep it from slipping.
Clearly a non-functional whip holder used just for getting that ‘Indy look’ right.
