That book is mostly millinery techniques, hatters use a little different process.

There are overlaps between the two in terms of some techniques, but there are differences due to fashion, materials, etc.The main difference between the two hat-making professions is that a milliner is a hatmaker specializing in women's headwear (and works at a millinery shop), while a hatter makes hats for men (and works at a hattery).
