A rabbit hat? in theory yes. Depends on the hat. It takes a good deal of work, along with a new sweat, and most likely new liner. If it is something that has sentimental value it may be worth it. If not, have a hatmaker make a copy and sell the original.
I do stuff like that for somewhere around the price of a renovation.
It is a beaver brand hat that my grandfather gave me. Its a nice grey western style hat that I would like to turn into a fedora (size down, dimensionally cut the brim, put a ribbon on.) To be honest with you I don't know what its made of...it says 5x beaver brand. If it isn't feasible, I'll just keep it on a shelf, as it does have some sentimental value.
I would just get a new hat,if you have emotions tacked on to it you might want to keep as is. If you change it and it doesn't work out you can never get it back. Good luck

i'm not sure what the actual difference is from "a size 8 to a 7 3/8," but if the desired change is small, you could just put some sizing foam under the sweatband.
