Interesting, I never noticed his shoes are not wingtip style.

Great, now we have to go looking up
more screenshots of something else...
The interesting thing is SideShow did a really nice job making them look right.
I always thought they were simply 2 tone wingtips, but looking more closely, they really aren't...
(or they're just an odd variation of wingtips)

Exactly what I thought. I thought Sideshow may have skimped on making the shoes wingtips so I went to the movie screen caps that confirm how well Sideshow did.
There are a couple other decent images of the shoes in the canyon scene when they are on the way to the Ark ceremony.

They are neither Spectator nor Saddle shoes. I'm not sure if there is a particular name for this style, so searching for these will be tricky. Your only option may be to have them custom made... I know a guy.

I did find these. Called Derby Shoes
But I think they’re all variations of a wingtip in one form or another..

I used "two tone dress shoes" as my search and went down the rabbit hole of image searches.
No exact matches, but I've seen close in terms of the two tone without the wingtip toe searching "tuxedo shoes two tone" and I found on eBay different shoes listed as Charles Chester brand and Bottino brand.

That last pic of the wingtips are known as "gull wing" wingtips because the wings go all the way to the back of the shoe. I never knew either about Belloq's shoes. I have also never seen anything like them...good catch!

I've been on a small hunt for a Belloq outfit after seeing Raiders in the theater a few weeks ago!
And the shoes are becoming the hardest part to find!
These are really close, but the white/linen part doesn't carry all the way to the back. (And I'm not a size 11!)

These are looking like another good option if I can find my size. I certainly don't need handmade shoes that cost $150 to wear twice a year.

The way companies skimp on quality these days? I would say there is a hole underneath the "check" mark.

Gotta say ... I've always dug Belloq's style.
Obviously, I prefer Indy's aesthetic. But I've always assumed Belloq's costume design was an intentional effort to contrast him against Indy (shadowy reflection, etc.). In the jungle, he wears what you would expect from an upper class intellectual embarking on an expedition, and therefore (in my opinion) looks ridiculous. But even his street clothes stand out against both the backdrop of the Cairo natives and the German uniforms. He's easily identifiable in a crowd, which is rule number one when it comes to costume design. It also tells you a lot about his character without him saying a word. He's a sophisticate, and proud of it. He considers himself above those around him. It's just one of the many elements that make him a little more nuanced that most of the other villains, and that nuance is what makes him my favorite.

100% agreed. Belloq’s entire aesthetic says he’s a guy who doesn’t get his hands dirty, he expects others to do that for him.
All of the furniture in his tent in camp, to bringing bottles of his “family label” to drink, to wearing a suit complete with tie and dress shoes on an archaeological dig.
He’s in it for the fortune and glory.
