white film/powder on bullwhip???

can this be removed?
i think this has been discuseed but after a quick search i didnt find anything? i want to say i read here, that it comes from years of storage and it might be the soap oils resurfacing (soap was used during the construction, im definitely not an expert?)....
so does anyone know if this can be removed or is the whip ruined? i will try post a picture later for an example. if anyone knows of an article or thread or tutorial video i would be much obliged if you could direct me.

Sounds like you’re experiencing a common occurrence when the soap comes to the surface. I’ve used a tooth brush in the past to fix this.

It’s also referred to as “bloom,” but I think spew will get you the information you need.

I hear ya, I’m having the same issue with my Strain.
Look down a few threads to WHIP MILDEW, I posted pictures and the6 pretty much match yours.
I use a little heat and it goes away, at the same time I give it a good rub down.
For mine I think I may over conditioned.
