Does anyone know if kangaroo hide used for whip making is vegetable tanned, generally? Or does it depend on the maker?

As Tomek mentioned, definitely vegetable tanned. At least if it is done by someone that is the least bit serious about whip-making.
Some makers will use chrome tanned leather for the bolsters because it keeps in the dressing and grease quite nicely, but that's about it.
