Handle Foundation...?

I read in another thread that different whip handle foundations behave differently, and I am interested in finding out more about this. I know that many whip makers use a steel spike, others use cane, and others even use fiberglass.
Here are my questions to all of you whip crackers and makers who know your stuff: what are the pros and cons of the different whip handle materials? What is a good handle foundation for targeting, if there is one? And, is there a handle foundation that lends itself well to both fine targeting and general multiple cracking? Or, do handle foundations matter that much at all when considering how well a whip performs?
