Todd's Seconds Jacket

I'm about to buy a Seconds jacket size small (I have a Wested size 38) but I'm worried it may not fit me. The site says the arm length is 31 inches My arm length is 24 inches. Not sure for what size his description is for. I'd like to avoid getting the jacket altered.

The arm length is probably taken from the middle of the jacket collar back, over the shoulder and to the cuff to give that length. That's generally how a tailor would measure sleeve length rather than from the shoulder seam.

I think Todd may measure his sleeve length like a dress shirt: from the center of the back to the cuff. Perhaps someone can confirm or deny?

On his site he says: "Sleeve length from collar to cuff is 31"

Most men's small jackets fit me like tailored jackets if that means anything.

That sounds to me like the measurement is from the cuff, over the shoulder and to the collar seam on the side of the jacket rather than to the back middle of the collar. My jackets are medium or large (or equivalent) and the shoulder seam (from collar to where the sleeve connects) is 6"-7". For a small it sounds like the measurement Todd is using is the sleeve length plus the shoulder seam.
It would make sense for him to do it this way since his jackets follow the 'off' pattern of the ROLA jackets where the shoulders don't sit the way they ordinarily would so measuring the 'full sleeve' (which takes into account the way the shoulder in effect adds length to the sleeve) would give the best measurement.
Depending on what Wested model you have (different models use different patterns) you should be able to get a fairly close approximation for the Todd's jacket. Measure the Wested sleeve from cuff to shoulder seam. Then measure from the shoulder seam to the collar. Add them together and if you are close to 31" you should be good with the Todd's jackets.

Took a gander over at Todd's sight and whereas I like the look of the jacket he has pictured, I'm dubious about the sizing listed. I checked all the sizes and the description is the same for all though only the small is listed as available.
As mentioned all of my jackets are in the M-L range. As a comparison, the sleeve length on both the USW Legend L and M are both 25", but the shoulder on the M is 6" and the L is 7". Adding to that the back shoulder width is listed at 19" which is closer to my Wested and G&B size 42 jackets. If I'm understanding how Todd is describing his measurements, I would say the sizing is more in the M-L range than Small.
I recommend contacting Todd directly and asking more questions about the sizing. It's a good price for a jacket, but not if it doesn't fit.
