Get David Morgan's Whips and Whipmaking book (2nd edition) . In that book he tells you exactly how to make it.

Right, he tells you exactly how to do it, but not in any great detail... I love the book, but it's like decrypting the Rosetta tablet when you're a beginner!
Also get Ron Edward's book "How to make whips"; http://www.amazon.com/How-Make-Whips-Bu ... 0870335138" onclick="window.open(this.href);return false;
Although it is more concerned with making stockwhips than bullwhips, the info regarding the preparation of strands and cores is pretty good and completely transferable to bullwhips, and it's a great book in its own right. With these two books, you can get started and progress a fair bit.
There is also the internet; forums, youtube, whipmaker's website, even our own Louie Fox (he's the guy who answered you before me...)has his own e-book on how to make bullwhips!
Cheers,
Franco
