Action Pleats

I did some searching through the forums before posting this topic and saw a lot of discussion on action pleats but no real answer to my question. So here goes... .
I ordered a 44R Wested in Washed Goat and the action pleats tend to stick out. If I tug on the lower portion of the back of the jacket while wearing it, the pleats flatten out. Does anyone have any idea as to why the action pleats don't lie flat?
I ask b/c I am 5'9, 205 with an athletic build and somewhat broad shoulders. The jacket fits nicely through the back when I cinch up the side straps (i.e. I don't have a lot of wavy material or blousing, both of which are indicative of too loose a fit). The jacket is, however, a little tight in the upper arm, around the triceps area. Could that be the cause?

Gemma said I can get a jacket (these are just off the rack) with elastic, and that the elastic should help to keep the pleats closed when not stretching, etc. Does anyone have experience with elastic in Wested's or other jackets? Is it worth it or should I just live with the pleats sticking out?
As for the jacket itself, the fit is pretty good. The leather is really, really nice. Goatskin is a great leather, and the washed goat gives it a nice dusky look. All in all it seems like it will be a very nice jacket. It's just a shame they screwed up an off the rack order.
People that have had problems with Wested will get a kick out of this: I have to return the jacket because while I purchased the 'standard' (inside leather facings, heavier gauge zip), the jacket they sent doesn't have leather facings and the zipper doesn't seem to be the heavier gauge. It looks like they sent me the ROLA, though that is supposed to be a slimmer fit in the body and the body of the jacket fits me fine, and from what I've heard the ROLA is a very tight fit...so I'm thinking it may be a hybrid of the standard and the ROLA. Maybe it'll be worth money someday!
