Sizing Questions re: Todd's and Wested

Alright, so for the past few days I have been scouring COW trying to find some answers to sizing questions. I want to buy a Todd's Indy Shirt and I am leaning towards a smal but the neck size seems like it could be too tight when it is buttoned all the way up for a tiw or bowtie. I am 5' 11' and about 160lbs. Also, I wanted to get some pants from Wested but I take a 31 and they do not offer that size, should I go a size up or a size down? Any help would be greatly appreciated.

For clothes, a little loose is better than too tight, especially pants. You can always use a belt.

And remember, there's nothing stopping you from getting slightly too big clothes altered. I had an "Indy-esque" shirt that I bought off the rack at target tailored to fit me for about $20.
