Wested Shoulder sizing question help

Sorry for all the questions but do I give Gemma the sleeve measurement from the shoulder seam or top of the shoulder? I want to make sure I have this down right; if its from top of the shoulder its 27". If its the seam, its 25-25.5". Thanks again guys!
