Something I noticed while watching Raiders.

One of the German goon's hat is unbashed. Was it common in the 30s to have unbashed fedoras?

Not common, but it was done. Some hats were worn open crown. Ben Harper wears an open crown fedora.

It looks very strange because the crown is so high, but it was done enough that you can spot it in movies of the time.

It has also been speculated that they used one of Indy's travel hats, and punched out the bash so that it wouldn't look the same. :-k

The German thug, who I think you are referring to, I believe used Indy's travel hat, as Chewie said, but did keep the center dent. It wasn't worn completely open, though I have seen it done and it looks like a tall bowler with a fedora's brim.

Walter Brennan wore an open crowned hat on the tv series "The Real McCoys" For lack of a better photo here's a photo of him in the hat.

Yes, recycling of props absolutely 100% happens all the time, no matter what the budget. I believe 'fedora' mentions this hat many times when discussing the Raiders block.

A movie production usually will want as limited number of suppliers for a movie and so I have no doubt that there was a large trailer full of HJ's, for every character to pick from.

Actually, if you look very closely you can see the front pinch marks on the hat from where it has been previously bashed. Since Dennis Muren wore Indy's brown fedora sideways on the seaplane, it stands to reason that the Nazi guy wore Indy's grey fedora.
