Anyone with tips on how to snug up the hat ribbon, other than removal and restitching?

you could perhaps try pinching the ribbon and tacking it into place. this would cause an unsightly pleat so you may want to locate it as close to the rear bow (on the double bow) as you can. i say remove and restitch it for the best effects.

Also, removal is not THAT big of a job--you scarcely need any sewing skills.
