Well, besides that too many soldiers in the upper part of the castle would have been a bit suspicious (it's some kind of "secret" military installation in the lower parts) it was in the middle of Nazi territory and the war did not started yet ... no reason for a whole army to "protect" it I guess ...

Yeah, who would guess that some bullwhip carrying archaeologist would show up and start burning down the place.....besides, they might not have known Indy was on his way.....Since indy and Elsa were getting to know each other better....Elsa probably didn't get a chance by herself to signal to them that he was on his way which is why he got in so easy..
