You would have thought so, but the possiblility of making a buck can throw little details like that out the window. They just did Pirates 2 and 3 back to back and started without a finished script.With the large budgets for movies these days, I don't think this is the case. Without a script in hand, you aren't going to be able to get the financing that you need to start making the film. They do have the need for some script revisions as the shooting progresses sometimes.
So Steve, even if you did know "stuff" - I don't wanna know. Makes it more fun!
