It's heavy, so I am guessing it is some sort of metal. Definitely not any form of plastic.

It does shoot, revolves but I can not figure how to open and load bullits

It's a Denix non-firing replica so I'd be amazed if it does shoot. You can break it open like the real gun to "load" but supposedly, it may never go back to it's original config.

I picked this up a few weeks ago and love it, although it is a MK IV. The weight, feel, moving parts and even smell of it make it seem so real. Working on getting a decent gunbelt and holster for it.
