Once you put fullers earth on your hat, can you clean it? How?

Depends entirely on how much you use. A light dusting should brush off fairly easily. If you drown your hat in the stuff it'll stick more. The FE will get caught in the ribbon the most: the ribbing, creases, stitches, folds, etc.
Worst case scenario you can send your hat to a qualified hatter to have it stripped down and cleaned to like new condition, but that would be pretty extreme.
My advice is if you don't want to have a trace of FE on your hat after you've applied it, don't ever actually apply it.
