I believe it is a variety of people. Mark Allen has an interest in keeping the whipmaking skills alive, and so supports the work of numerous people. I don't know if there is a way to track who made a particular Lil Indy whip unless you talk to the folks at WSP and ask.

Paul Nolan told me that he was making them, when I visited his place over Thanksgiving. Not sure if he is the exclusive supplier of this item.

Yep, the Li'l Indy is primarily sourced from Paul Nolan - MidWest Whips.
