What is the best way for removing Fuller's Earth from the ribbon and bow on a hat?

I don't think so, as it seems to be the bristles that help remove the Fuller's Earth. Is the lint brush the adhesive kind, fabric or rubber? I imagine a lint brush, depending on what kind you are using, might just make it worse. The tape style might remove some superficial dust, but at the same time might damage the ribbon. The fabric lint brush would probably just work the FE in deeper. I've never used the third style, so I couldn't tell you what it would do.
