There made by Dorfman Pacific, and they are official. They are licensed by Lucasfilm and come with a certificate of authenticity. From what I understand though, they are not good hats, and want really be worth anything because so many were made.

Dorfman Pacific I think is the name of the company. You may see people call them DP's here. I can't say they are of the greatest quality nor are they large enough. I got to see one in person a few days ago. The price isn't the greatest either. I ordered a Fed IV last Thursday and it showed up at my house today. Its much nicer quality, more accurate, and actually cheaper even with shipping. At least it was cheaper than the one I tried on in Scottsdale AZ.
