Here's the characteristics that I think make an indy bullwhip:
5 part 4 bight turks head (3 pass) on the butt
5 part 4 bight turks head (2 pass) on the transition
6 plait wrist loop
Handle with a slimmer profile than the thong
8 inch handle
Those are the minimum requirements in my opinion.
