Adam Winrich has custom made them before...If you search there are pics of it somewhere.
That said Pyramid Blaster uses steel cable in his paracord whips (for weight).
Just about any whip maker could run a steel cable for the core, but why?
If it is to swing from, your weight applied to the tight coil of the whip will distort and permanently bend the whip out of shape.

I've used cable in every whip i've made after the first---leather AND nylon.
I like using cable not only for the weight factor, but also because it transmits kinetic energy really well---it's 'Springy'.
I use anywhere from a 3/16-3/32 plastic-coated, stranded aircraft cable, typically found at your local hardware store. It tends to lay out straight, even when rolled for a long time---but the thinner cable can kink and bend just a little if you're not careful---usually only an issue if it's done before finishing into a whip.
My latest whips have used either 1/8" or 3/32" with great results. The 3/16 was pretty heavy, and I had problems hiding the end inside the whip...But i stopped using it primarily because it was just overkill.
I've never swung from any of my whips, and tend to agree with Ron---it would probably do things to it that would never go away...
...Unless I was being chased by Hovitos. Then it's every man for himself.
