WHY is the jacket worn over the bag, and not vice versa?

Also;
From what I've heard the epaulets on a shirt are originally there to keep a shoulder bag, that's right, on the shoulder. Though Indy doesn't use them for that I think it could have been one of the reasons for wearing it underneath the jacket too.

I think he is. I know he has worked for both Marvel and DC. I'll do some more checking.
