Are there large differences between the civilian and military version of the Mk VI & VII? I'm not sure about inside compartments, but it doesn't have the inforced bottom like the Mk VII. I think it also lacks the disc and lace to tie it around your chest. It's not litteraly a civilian version, ...

Judging by the strap and the shape of the bag I would say it's a civilian one rather than one used by the soldiers.
I've seen more of these when searching for British gasmask bags on various sites.

I'm taking a shot too:
Might it be that the low end of the holster is made in two layers and inside out initially? That would make it possible to sew the plug into the layer that will be the inner layer when the holster is folded the right way, right?

It's pretty soft now, but it was rather stiff when I got it.
My dad has the same jacket, but he only wears it in the weekends, his is still stiff.

And the cuffs are folded inward by me because the sleeves were too long.
