It depends on the jacket. You're right, the black Dr Who's had a production run overseas. The brown and novapelle ones are made on the premises. Well, I guess most of the population is technically overweight (more so in the US than in Europe) so I guess it makes good business sense for Peter to cut his standard jackets to accommodate a bit of a belly. I wouldn't rely on getting pockets like that unless you ask for them. The pockets you get on the standards don't seem to be like the photo's on Wested's webpage (or ebay pages).
